Limits on power rates and utility workplace policies

This bill would bar state regulators from approving rates if a state‑regulated utility uses climate, social, or governance goals in rate setting or operations that affect rates. It would also block approval if a utility engages in, or hires consultants to promote, DEI practices such as discrimination or mandatory trainings or pledges that claim one protected group is superior or inferior. Utilities could still follow federal or state laws that require certain actions, but only to meet the direct legal duty, with no extra ESG choices. Environmental steps tied directly to cost, reliability, or legal compliance would be allowed. Board or workforce quotas or supplier preferences based on race or sex would trigger the ban unless required by law, and governance policies mainly for political or social aims unrelated to costs would also be restricted. If enacted, this could change utility policies and could raise or lower household electric bills depending on how utilities and states adjust.
