DEA Proposes Scheduling a Hallucinogen With a Tongue-Twister Name

## Summary

The DEA wants to put 3-methoxyphencyclidine, a hallucinogenic drug, into Schedule I, meaning it’s considered very risky with no accepted medical use. This change affects anyone who makes, sells, studies, or owns this drug, adding strict rules and penalties. You have until July 10, 2025, to share your thoughts before the new rules might kick in.

## Abstract

The Drug Enforcement Administration proposes placing 3- methoxyphencyclidine, including its salts, isomers, and salts of isomers, an arylcyclohexylamine hallucinogen, in schedule I of the Controlled Substances Act. This action is proposed to enable the United States to meet its obligations under the 1971 Convention on Psychotropic Substances. If finalized, this action would impose the regulatory controls and administrative, civil, and criminal sanctions applicable to schedule I controlled substances on persons who handle (manufacture, distribute, reverse distribute, import, export, engage in research, conduct instructional activities or chemical analysis with, or possess), or propose to handle 3-methoxyphencyclidine.

- Authorized handling required or face penalties: cost, high. The proposal says any activity involving 3‑MeO‑PCP that is not authorized by the Controlled Substances Act or its regulations would be unlawful and may subject the person to administrative, civil, and/or criminal sanctions. That applies to manufacture, distribution, import/export, research, instruc…
- Agency says small entities not significantly harmed: benefit, low. DEA certifies under the Regulatory Flexibility Act that this proposed scheduling action "will not have a significant economic impact on a substantial number of small entities." DEA identified affected NAICS industries and reported counts and percent small firms, e.g., NAICS 325412: 1,007 firms, 931…
