FCC Asks: How Can We Make Telecom Paperwork Less Painful?

## Summary

The FCC is checking in on a paperwork form called the ARMIS Annual Summary Report, which businesses must fill out every year. They want your thoughts on how to make this process easier and less time-consuming, especially for small businesses. If you have ideas, send them in by March 24, 2026—this helps keep things smooth and saves everyone time and money!

## Abstract

As part of its continuing effort to reduce paperwork burdens, and as required by the Paperwork Reduction Act (PRA) of 1995, the Federal Communications Commission (FCC or the Commission) invites the general public and other Federal agencies to take this opportunity to comment on the following information collection. Comments are requested concerning: whether the proposed collection of information is necessary for the proper performance of the functions of the Commission, including whether the information shall have practical utility; the accuracy of the Commission's burden estimate; ways to enhance the quality, utility, and clarity of the information collected; ways to minimize the burden of the collection of information on the respondents, including the use of automated collection techniques or other forms of information technology; and ways to further reduce the information collection burden on small business concerns with fewer than 25 employees. The FCC may not conduct or sponsor a collection of information unless it displays a currently valid control number. No person shall be subject to any penalty for failing to comply with a collection of information subject to the PRA that does not display a valid Office of Management and Budget (OMB) control number.

- Annual ARMIS Filing: 8-Hour Burden: cost, low. If you run a for‑profit business required to file the ARMIS Annual Summary Report (FCC Report 43-01), you must file it every year and the FCC says each response takes about 8 hours. The collection covers 90 respondents (90 responses) and the total annual burden is 720 hours; the obligation to respo…
- Carriers Still Must File Pole Cost Data: cost, low. The FCC has granted carriers forbearance from most ARMIS 43-01 requirements, but carriers are still required to file pole attachment cost data so the Commission can meet its duties under Section 224 of the Communications Act of 1934, as amended.
- Small Businesses Can Propose Burden Reductions: benefit, low. Small businesses with fewer than 25 employees are invited to submit ideas to reduce the paperwork burden for the ARMIS Annual Summary Report; written comments must be submitted on or before March 24, 2026. The FCC specifically requests suggestions on ways to minimize burden, including for small bus…
