Paddlers on Maumee River Face New Safety Perimeter

## Summary

The Coast Guard wants to create a new safety zone on the Maumee River during an annual paddle event to keep people, boats, and the environment safe. This means no one can enter the area without special permission from the Captain of the Port, Sector Detroit. If you’re affected, like boaters or event folks, you can share your thoughts by May 20, 2026—no fees involved, just safer waters!

## Abstract

The Coast Guard is proposing to revise its existing regulation to add a new recurring Special Local Regulation (SLR) for certain navigable waters of the Maumee River. The SLR is needed to protect personnel, vessels, and the marine environment from potential hazards created during a paddle event on the Maumee River. This proposed rulemaking would prohibit persons and vessels from transiting the regulated area unless specifically authorized by Captain of the Port, Sector Detroit. We invite your comments on this proposed rulemaking.

## Effects PRIA read

- Temporary no‑entry zone on Maumee River: cost, low. The Coast Guard proposes a recurring Special Local Regulation that would close all navigable waters of the Maumee River in Toledo from the Robert Craig Memorial Bridge (41°39'37.623" N, 83°30'42.908" W) to the Glass City River Wall (41°37'36.397" N, 83°31'52.431" W) for the Paddle and Groove events…
- Permission and notice will be available: benefit, low. The rule allows vessels or persons to request permission to enter the regulated area from the Captain of the Port or a designated representative. The Coast Guard will issue a Broadcast Notice to Mariners on VHF FM marine channel 16 so affected vessels can adjust transit plans.
- Coast Guard certifies limited economic impact: benefit, low. Under 5 U.S.C. 605(b), the Coast Guard certifies this proposed rule would not have a significant economic impact on a substantial number of small entities because it affects a small area for a few hours and allows vessels to request permission. The agency also certifies, under the Unfunded Mandates…
