Indiana Highway Project Moves to Environmental Review Stage

## Summary

The Federal Highway Administration and Indiana DOT are planning a new highway between I-64 at Dale and SR 56 in Haysville, Indiana, to improve travel and business connections in Southern Indiana. They’re starting a detailed environmental study for Section 2 of this project and want your comments by July 1, 2026. This step helps make sure the new road is safe for people and nature before building begins.

## Abstract

Federal Highway Administration (FHWA), in coordination with the Indiana Department of Transportation (INDOT) is issuing this Notice of Intent (NOI) to solicit comment and advise the public, agencies, tribal nations, and stakeholders that a Tier 2 Environmental Impact Statement (EIS) will be prepared for the Mid-States Corridor (MSC), Section 2. This will be a new highway connection between Interstate 64 (I-64) at Dale and State Road (SR) 56 in Haysville in Dubois County, Indiana. FHWA and INDOT completed the Tier 1 Final Environmental Impact Statement (FEIS) and Record of Decision (ROD) in September 2023. The Tier 1 EIS process addressed needs for improved business and personal regional connectivity in Dubois County and Southern Indiana, and for improved highway connections to existing major multi-modal locations in Southern Indiana. The Tier 1 FEIS and ROD identified Refined Preferred Alternative P (RPA P) as the selected corridor and divided it into five Sections of Independent Utility. This Tier 2 EIS will address Section of Independent Utility 2 and builds on the Tier 1 EIS and ROD.

## Effects PRIA read

- New Highway Built in Dubois County: benefit, medium. FHWA and INDOT plan to build a new south-to-north arterial road between Interstate 64 (I-64) at Dale and State Road 56 (SR 56) at Haysville in Dubois County, Indiana. The project is the Tier 2 study for Section 2 of the Mid-States Corridor and will evaluate multiple build alternatives within a 2,00…
- Large Land Take and Relocations Expected: cost, high. The Tier 2 Screening reports anticipated right-of-way acquisition of about 1,462 to 1,596 acres and between 41 and 82 total building relocations (residential, commercial, industrial, agricultural, and public use). The Draft EIS will refine locations and access for the preferred alternative.
- Farmland, Wetland, and Forest Impacts: cost, high. Alternatives in the Screening report showed anticipated impacts of about 869 to 935 acres of agricultural land, 55 to 90 acres of wetlands, and 327 to 362 acres of non-wetland forest. The EIS will evaluate these resource impacts in detail.
- Freight and Employee Access Improvements Planned: benefit, medium. The Tier 2 Purpose and Need includes goals to increase the efficiency of freight operations and improve employee access to Dubois County businesses, as part of completing Section 2 of the Mid-States Corridor.
