NRC Clears Decommissioning of Oyster Creek Nuclear Plant

## Summary

Holtec Decommissioning International is getting the green light to safely close and clean up the Oyster Creek Nuclear Plant in New Jersey. The Nuclear Regulatory Commission says this plan won’t harm the environment and sets clear rules for any future changes. This means the site can be safely used by everyone again, with no big surprises on timing or costs.

## Abstract

The U.S. Nuclear Regulatory Commission (NRC) is issuing an environmental assessment (EA) and a finding of no significant impact (FONSI) for a license amendment request submitted by Holtec Decommissioning International, LLC, (HDI) to approve the License Termination Plan (LTP), Revision 2 for the Oyster Creek Nuclear Generating Station (OCNGS), located in Lacey and Ocean Townships, New Jersey. If approved, the amendment would add a condition to the license reflecting the NRC's approval of the LTP and establishing criteria for determining when changes to the LTP would require prior NRC approval. HDI would use the LTP to meet the requirements for terminating the license and releasing the site for unrestricted use. Based on the EA, the NRC staff has concluded that there will be no significant impacts to environmental resources from the requested license amendment, and therefore, a FONSI is appropriate.

## Effects PRIA read

- Oyster Creek site cleared for reuse: benefit, medium. If you live near the Oyster Creek plant in New Jersey, the NRC’s review allows HDI to complete decommissioning, terminate the plant operating license, and seek release of the OCNGS site for unrestricted use. The Environmental Assessment and Finding of No Significant Impact are available on June 10,…
- Spent-fuel area stays restricted until removal: cost, low. A portion of the Oyster Creek site that supports the independent spent fuel storage installation (ISFSI) will remain under the NRC 10 CFR part 50 license until the spent fuel is shipped off-site and that ISFSI is decommissioned. That area cannot be released for unrestricted use until the spent fuel…
- Lower worker radiation doses during decommissioning: benefit, medium. Plant personnel will enter radiological areas less often during decommissioning than during plant operation, so occupational radiation doses during decommissioning will be significantly lower than during operation. The NRC will continue to require programs that keep public and worker doses below re…
