Treasury Creates Secret Tips Database for Federal Waste

## Summary

The Department of the Treasury is starting a new system to collect and handle tips about waste, fraud, and abuse in federal programs. This means anyone can report suspicious activity, and Treasury will make sure the right agency investigates it. Comments on this new system are open until July 17, 2026, and it will start right after that date.

## Abstract

In support of Executive Order 14395, Establishing the Task Force To Eliminate Fraud, and Executive Order 14249, Protecting America's Bank Account Against Fraud, Waste, and Abuse, the Department of the Treasury ("Treasury" or "the Department") proposes to establish a new system of records titled "Department of the Treasury, Treasury .032--Federal Program Waste, Fraud, and Abuse Tip Intake and Referral Records." This system will enable Treasury to receive, maintain, review, triage, and refer tips, complaints, allegations, leads, supporting information, and related correspondence submitted by members of the public concerning suspected waste, fraud, abuse, improper payments, misuse of Federal funds, or other misconduct affecting Federal programs. Treasury will use the records to determine the appropriate Federal agency, inspector general, law enforcement agency, or other authorized entity to which a tip should be referred for review, investigation, audit, oversight, enforcement, recovery, program-integrity, or other lawful action.

The system is effective upon publication (…
- Personal and subject data collected and shared: cost, medium. - Public posting of notice comments: cost, low. Comments submitted on the system-of-records notice via www.regulations.gov will be posted without change to regulations.gov, including any personal information included in the comment. Comments must be submitted by July 17, 2026 and the notice warns commenters to submit only information they wish t…
- Long-term record retention policy: cost, medium. Treasury states records in this system will be maintained and disposed of according to National Archives and Records Administration (NARA) retention schedules and, until a new schedule is approved, the records will be treated as permanent. Records are stored electronically in secure facilities.
- Investigatory records exempt from some Privacy Act rights: cost, low. Treasury says portions of this system may be exempt from certain Privacy Act provisions under 5 U.S.C. 552a(k)(2) when the records consist of investigatory material compiled for law enforcement purposes. Exemptions may limit individuals’ rights to access, contest, or obtain certain records.
