Korean Giant Pipes Cleared in Antidumping Review So Far

## Summary

The U.S. Department of Commerce checked if Korean companies sold large welded pipes at unfairly low prices from May 2024 to April 2025 and found they didn’t. They also stopped reviewing 15 companies in this round. This means no extra duties will be charged now, but the public can still share their thoughts before the final decision.

## Abstract

The U.S. Department of Commerce (Commerce) preliminarily determines that the individually-examined producers/exporters subject to this review did not make sales of subject merchandise at less than normal value (NV) during the period of review (POR), May 1, 2024, through April 30, 2025. In addition, we are rescinding the review with respect to 15 companies. Interested parties are invited to comment on these preliminary results of review.

## Effects PRIA read

- Zero Preliminary Dumping Margins for Two Korean Producers: benefit, medium. If you import large-diameter welded pipe from Hyundai Steel Pipe Co., Ltd. (HSP) or SeAH Steel Corporation (SeAH) for the period May 1, 2024 through April 30, 2025, Commerce preliminarily found a 0.00 percent dumping margin for each company. If the final results remain zero or de minimis, Commerce…
- 0.80% Rate for Non-Examined Exporters: cost, low. For exporters and producers of the subject merchandise from Korea that were not individually examined in this review, Commerce preliminarily assigned a review-specific rate of 0.80 percent for the period May 1, 2024 through April 30, 2025. That 0.80 percent rate will be used to calculate antidumpin…
- Rescission for 15 Companies — Assessment at Deposit Rate: cost, low. Commerce rescinded the administrative review for 15 named Korean companies because there were no reviewable, suspended entries during May 1, 2024–April 30, 2025. For those rescinded companies, Commerce will instruct CBP to assess antidumping duties at the cash deposit rate required at the time of e…
- Cash Deposit Rules and All‑Others Rate Continued: cost, medium. Commerce stated the cash deposit requirements that will apply for shipments entered, or withdrawn from warehouse, for consumption on or after the publication date of the final results: if a final rate is less than 0.50 percent it will be treated as zero for cash-deposit purposes; previously establi…
- Automatic Assessment for Unknown‑Destination Shipments: cost, medium. Commerce will instruct CBP to liquidate entries of subject merchandise produced by HSP and SeAH for which the producer did not know the goods were destined for the United States at the all-others rate from the less‑than‑fair‑value (LTFV) investigation if there is no rate for intermediate parties.
