## Summary

This final rule amends the hazardous materials program procedures to allow motor and vessel carriers to carry PHMSA registration documents in electronic form.

## Effects PRIA read

- Three-Year Record Retention Rule: cost, low. If you are subject to this rule, you must keep at your principal place of business a copy of the PHMSA registration statement and the Certificate of Registration for three years from the date the Certificate is issued. These records may be kept in electronic or paper form.
- Must Provide Documents to Inspectors: cost, low. If you transport hazardous materials, you must make your Certificate of Registration and related records available to authorized enforcement or inspection personnel upon request, whether those documents are electronic or on paper. This availability requirement is effective September 3, 2026.
- Applies to Trucks and Tractors, Not Trailers: benefit, low. For motor carriers, the rule requires carrying the current Certificate of Registration or a document showing the registration number on each truck and truck tractor (but not on trailers or semi-trailers) used to transport hazardous materials; the document may be electronic or paper.
