EPA Frees Monster Chemical Name from Pesticide Rules

## Summary

This regulation establishes an exemption from the requirement of a tolerance for residues of 2-propenoic acid, 2-methyl-, telomer with 1-dodecanethiol, and 2-methyloxirane polymer with oxirane monoether with 1,2-propanediol mono(2-methyl-2-propenoate) (CAS Reg. No 1186225-21-7) when used as an inert ingredient in a pesticide chemical formulation. Spring Regulatory Sciences on behalf of Clariant Corporation submitted a petition to EPA under the Federal Food, Drug, and Cosmetic Act (FFDCA), requesting an exemption from the requirement of a tolerance. This regulation eliminates the need to establish a maximum permissible level for residues of 2-propenoic acid, 2-methyl-, telomer with 1-dodecanethiol, and 2-methyloxirane polymer with oxirane monoether with 1,2-propanediol mono(2-methyl-2-propenoate) on food or feed commodities when used in accordance with these exemptions.

## Effects PRIA read

- Tolerance Exemption for Named Polymer: benefit, medium. The EPA exempts residues of the polymer (CAS No. 1186225-21-7, number average molecular weight 3,300 Daltons) from the requirement to establish a tolerance when it is used as an inert ingredient in pesticide formulations. That means regulators will not set a maximum permissible level for this polym…
- EPA Finds Polymer Low-Risk to Public Health: benefit, low. EPA determined the polymer meets low‑risk polymer criteria, is not readily biodegradable, is poorly absorbed, and presents no anticipated mammalian toxicity; EPA concluded there is a reasonable certainty of no harm to the U.S. population, including infants and children. EPA also did not apply an ad…
- No Enforcement Analytical Method Required: benefit, low. Because EPA is establishing an exemption without a numerical limit, the agency states that an analytical method for enforcement is not required. This reduces the need for testing protocols tied to enforcement for this polymer when used under the exemption.
