EPA OKs Tongue-Twisting Sugar-Stearate Frankenstein for Bug-Killing Sprays

## Summary

The EPA just said it’s okay to use alpha-d-glucopyranoside, beta-d-fructofuranosyl, mixed palmitates and stearates as a safe ingredient in pesticides on crops, without worrying about residue limits. This helps farmers and pesticide makers by cutting red tape and starts right away on August 28, 2026. If anyone has concerns, they have until October 27, 2026, to speak up.

## Abstract

This regulation establishes an exemption from the requirement of a tolerance for residues of alpha-d-glucopyranoside, beta-d- fructofuranosyl, mixed palmitates and stearates (CAS Reg. No. 84066-95- 5) when used as an inert ingredient (surfactant) on growing crops pre- harvest at no more than 12% of the final pesticide formulation. Elicit Plant S.A.S submitted a petition to EPA under the Federal Food, Drug, and Cosmetic Act (FFDCA), requesting establishment of an exemption from the requirement of a tolerance. This regulation eliminates the need to establish a maximum permissible level for residues of alpha-d- glucopyranoside, beta-d-fructofuranosyl, mixed palmitates and stearates, when used in accordance with the terms of this exemption.

## Effects PRIA read

- 12% Pre‑Harvest Surfactant Exemption: benefit, medium. The EPA exempted residues of alpha-d-glucopyranoside, beta-d-fructofuranosyl, mixed palmitates and stearates (CAS No. 84066-95-5) from the requirement of a tolerance when used as an inert surfactant on growing crops pre-harvest at no more than 12% of the final pesticide formulation. This exemption…
- Registration Limit: No Formulations Over 12%: cost, medium. EPA will enforce the 12% concentration limit through the pesticide registration process under FIFRA and will not register any pesticide formulation for food use that exceeds 12% of this surfactant in the final formulation. This enforcement posture takes effect with the rule on August 28, 2026.
- No Analytical Tolerance or Test Required: benefit, low. Because EPA is establishing an exemption rather than a numeric tolerance, the Agency says an analytical enforcement method is not required for residues of this ingredient in or on food commodities. Instead, compliance with the 12% limit will be checked through pesticide registration under FIFRA.
- EPA Finds No Health Risk to Public: benefit, low. EPA reviewed toxicity data and concluded alpha-d-glucopyranoside, beta-d-fructofuranosyl, mixed palmitates and stearates have low toxicity, no toxicological endpoints of concern were identified, and there is a reasonable certainty of no harm to the general population or to infants and children from…
