Labor Seeks Feedback on Miners' Privacy ID Program

## Summary

The Department of Labor wants to keep miners’ info safe by using a special ID number called the MSHA Individual Identification Number (MIIN) instead of Social Security numbers. They’re asking for public feedback on this plan by October 21, 2026. This change helps protect miners’ identities without adding extra costs or delays.

## Abstract

The Department of Labor (DOL) is submitting this Mine Safety & Health Administration (MSHA)-sponsored information collection request (ICR) to the Office of Management and Budget (OMB) for review and approval in accordance with the Paperwork Reduction Act of 1995 (PRA). Public comments on the ICR are invited.

## Effects PRIA read

- Miners Get MSHA ID Instead of SSN: benefit, low. If you need MSHA qualification or certification, you will register for an MSHA Individual Identification Number (MIIN). The MIIN will be used in place of Social Security numbers for all MSHA collections and is intended to better secure miner identity data under Executive Order 13402.
- Paperwork Burden on Businesses Estimated: cost, low. The Department estimates this information collection will affect 9,000 respondents with 9,000 responses, create a total annual burden of 720 hours, and incur $180 in annual other costs. The collection carries OMB Control Number 1219-0143 and DOL seeks authorization for three years.
