South Carolina SNAP Pilot Bans Candy, Soda, and Energy Drinks

## Summary

Starting November 1, 2026, South Carolina will run a special SNAP project that stops people from using benefits to buy candy, energy drinks, soda, and other sweetened drinks. This change aims to help families eat healthier while still getting the support they need. If you live in South Carolina and use SNAP, this new rule will affect what you can buy with your benefits.

## Abstract

On September 15, 2026, the Food and Nutrition Administration (FNA) posted Federal Register Number 2026-18896, which invited public comment on the State of South Carolina's Supplemental Nutrition Assistance Program (SNAP) demonstration project authorized under section 17(b) of the Food and Nutrition Act of 2008. The comment period closed October 15, 2026. FNA has considered all comments received and is announcing its decision to proceed with approval of South Carolina's request to implement its SNAP demonstration project.

## Effects PRIA read

- SNAP benefits can't buy sugary drinks or candy: cost, medium. Starting November 1, 2026, if you use SNAP in South Carolina you cannot use SNAP benefits to buy candy, energy drinks, soft drinks, or other sweetened beverages. You can still buy those items using non-SNAP money, but they are excluded from what SNAP will pay for.
