Montana Tests New Ways to Improve SNAP Food Support

## Summary

Starting November 1, 2026, Montana will launch a special SNAP project to try new ways of helping families get better food support. This project aims to make SNAP easier to use and improve nutrition for people who qualify. Montana’s changes were approved after public feedback, and the government will watch closely to see how well it works.

## Abstract

On September 15, 2026, the Food and Nutrition Administration (FNA) posted Federal Register Number 2026-18892, which invited public comment on the State of Montana's Supplemental Nutrition Assistance Program (SNAP) demonstration project authorized under section 17(b) of the Food and Nutrition Act of 2008. The comment period closed October 15, 2026. FNA has considered all comments received and is announcing its decision to proceed with approval of Montana's request to implement its SNAP demonstration project.

## Effects PRIA read

- Montana SNAP: Sugary Items Excluded: cost, medium. Starting November 1, 2026, if you receive SNAP in Montana you cannot use SNAP benefits to buy "high-sugar beverages, energy drinks, candy, and prepared desserts." You can still purchase those items using non-SNAP funds, but SNAP benefit dollars will not cover them.
