Virginia SNAP Pilot Says No to Sweetened Drinks

## Summary

Starting November 1, 2026, Virginia will run a special SNAP project that stops sweetened drinks from being bought with SNAP benefits. This change affects SNAP users in Virginia and aims to boost healthier food choices without changing how much money people get. The government will watch closely to see if this new rule helps improve nutrition and program efficiency.

## Abstract

On September 15, 2026, the Food and Nutrition Administration (FNA) posted Federal Register Number 2026-18880, which invited public comment on the State of Virginia's Supplemental Nutrition Assistance Program (SNAP) demonstration project authorized under section 17(b) of the Food and Nutrition Act of 2008. The comment period closed October 15, 2026. FNA has considered all comments received and is announcing its decision to proceed with approval of Virginia's request to implement its SNAP demonstration project.

## Effects PRIA read

- Virginia SNAP bans sweetened beverages: cost, medium. If you use SNAP in the State of Virginia, starting November 1, 2026 you cannot use SNAP benefits to buy "sweetened beverages." The amount of SNAP benefits you receive will not change, and you can still buy excluded drinks using non-SNAP (household) funds.
