VA Notice Repeats Its Cash Surrender Application for Emphasis

## Summary

The Department of Veterans Affairs is updating forms veterans use to cash out or borrow against their policies. They want your feedback by January 4, 2027, to make sure the forms are clear and easy to use. This helps veterans handle their benefits smoothly without extra hassle or delays.

## Abstract

Veterans Benefits Administration(VBA), Department of Veterans Affairs (VA), is announcing an opportunity for public comment on the proposed collection of certain information by the agency. Under the Paperwork Reduction Act (PRA) of 1995, Federal agencies are required to publish notice in the Federal Register concerning each proposed collection of information, including each proposed extension of a currently approved collection, and allow 60 days for public comment in response to the notice.

## Effects PRIA read

- Online Cash Surrender Application Added: benefit, low. The VA added VA Form 29-1546e, an electronic version of the cash surrender form, so Veterans can apply online to cash out their insurance policy. The notice says this electronic form "will make it easier and reduce the time it takes for Veterans to receive the cash value of their policy."
- Time Burden to Complete Forms: cost, low. VA estimates the paperwork burden for these collections at 4,939 hours annually, with an average completion time of 10 minutes per respondent and an estimated 29,636 respondents. Responses are submitted "Upon Request."
