Austria's Oilfield Pipes Face Yet Another Antidumping Review

## Summary

The U.S. Department of Commerce found that certain oil pipes from Austria are likely being sold in the U.S. for less than their fair price. This means importers from Austria might face extra duties soon. The final decision is delayed, giving everyone more time to weigh in before any money changes happen.

## Abstract

The U.S. Department of Commerce (Commerce) preliminarily determines that certain oil country tubular goods (OCTG) from Austria are being, or are likely to be, sold in the United States at less than fair value (LTFV). The period of investigation (POI) is April 1, 2025, through March 31, 2026. Interested parties are invited to comment on this preliminary determination.

## Effects PRIA read

- 47.21% Cash Deposit Required on OCTG Imports: cost, high. If you import certain oil country tubular goods (OCTG) from Austria, U.S. Customs and Border Protection will suspend liquidation and require a cash deposit equal to 47.21% of the entered value for entries on or after November 4, 2026. That 47.21% rate applies to merchandise exported by voestalpine…
- All Other Austrian Exporters Also Face 47.21% Rate: cost, high. Commerce set the ‘‘all-others’’ estimated weighted-average dumping margin at 47.21%, meaning Austrian exporters and producers of the covered OCTG that were not individually investigated will have a 47.21% cash deposit rate. The Preliminary Determination lists the all-others cash deposit rate as 47.…
- Certain Mechanical Pipes Excluded from Investigation: benefit, low. Commerce preliminarily clarified that mechanical pipe for oilfield tools, mechanical pipe for perforating guns, and expandable mechanical pipe are outside the scope of this OCTG investigation. Those specific products will not be subject to the LTFV preliminary finding in this notice.
- Final Determination Delayed; Provisional Measures Extended: mixed, medium. The final determination will be postponed and provisional measures extended so Commerce will make its final decision no later than 135 days after the date of publication of this preliminary determination. Voestalpine requested postponement on October 27, 2026, and Commerce extended provisional meas…
