FCC Tweaks 911 Data Collection in Quest for More Reliable Service

## Summary

The FCC is updating how it collects info to improve 911 services and make them more reliable. This affects businesses, nonprofits, and government groups who must provide certain data, sometimes just once or occasionally. They’re asking for comments by January 4, 2027, aiming to reduce paperwork hassle and keep things clear and useful without costing extra money.

## Abstract

As part of its continuing effort to reduce paperwork burdens, and as required by the Paperwork Reduction Act (PRA) of 1995, the Federal Communications Commission (FCC or the Commission) invites the general public and other Federal agencies to take this opportunity to comment on the following information collection. Comments are requested concerning: whether the proposed collection of information is necessary for the proper performance of the functions of the Commission, including whether the information shall have practical utility; the accuracy of the Commission's burden estimate; ways to enhance the quality, utility, and clarity of the information collected; ways to minimize the burden of the collection of information on the respondents, including the use of automated collection techniques or other forms of information technology; and ways to further reduce the information collection burden on small business concerns with fewer than 25 employees.

## Effects PRIA read

- Annual Certification Replaced by One-Time Filing: benefit, medium. Covered 911 Service Providers (CSPs) no longer must file an annual 911 reliability certification. Instead CSPs must file a one-time initial certification, and only file updates if a substantive change makes the earlier certification inaccurate; filings are mandatory.
- New CSPs Must File One-Time Attestation: cost, low. Any CSP covered for the first time by the 2026 rules must file a one-time attestation indicating that status. CSPs must also notify the Commission in writing within 60 days after they stop providing all CSP services.
- Report Whether Reliability Best Practices Implemented: mixed, medium. In their reliability filings, CSPs must state whether they have implemented specified industry-backed IP-specific reliability best practices. If they have not, CSPs must briefly explain alternative measures they use, state they took no measures, or indicate the requirements are not applicable.
- States Can Access Portions of Certifications: benefit, low. The 2026 Order ensures State governments responsible for 911 systems have access to portions of CSP certifications and reports that are relevant to their jurisdictions.
- FCC Bureau May Require Remedial Action: cost, medium. The FCC's Public Safety and Homeland Security Bureau may require remedial action to correct vulnerabilities in a CSP's 911 network if the Bureau finds the CSP did not follow the reliability best practices or its alternatives were insufficient.
- Paperwork Burden Estimates for Respondents: cost, high. The FCC estimates 961 respondents and 1,533 responses with estimated time per response ranging from 1 to 317 hours and a total annual burden of 108,418 hours; the collection is listed as having "No Cost."
- Interoperability Progress Reporting Required: benefit, low. CSPs are required to report on progress toward interoperability of NG911 systems as part of the collection.
