Arizona landfill plan targets emissions from existing municipal trash sites

## Summary

The EPA is proposing to approve Maricopa County’s plan to control harmful gases from existing trash landfills. This means local landfills will better manage their emissions to keep the air cleaner. If you have thoughts, you can share them by December 7, 2026, so don’t miss out!

## Abstract

The Environmental Protection Agency (EPA) is proposing to approve a State plan submitted by the Maricopa County Air Quality Department (MCAQD). This plan pertains to the regulation of landfill gas and its components from existing municipal solid waste (MSW) landfills. Maricopa's county plan was submitted in response to the EPA's promulgation of Emissions Guidelines and Compliance Times for MSW landfills. This action is being taken under the Clean Air Act (CAA).

## Effects PRIA read

- Maricopa landfills must follow federal landfill-gas rules: benefit, low. The Maricopa County plan incorporates by reference 40 CFR part 60, subpart Cf (the federal Emission Guidelines for existing municipal solid waste landfills) into County Rule 321 (incorporated on September 28, 2022). The EPA is proposing to approve Maricopa County’s October 4, 2022 section 111(d) pl…
- Approved plan becomes federally enforceable: benefit, low. If EPA finalizes approval of Maricopa County’s October 4, 2022 plan, the State plan will become federally enforceable and EPA proposes to amend 40 CFR part 62, subpart D to reflect that approval. That means the county’s MSW landfill requirements will be enforceable as federal requirements once EPA…
- EPA says no significant burden on small entities: benefit, low. EPA certified under the Regulatory Flexibility Act that this proposed approval will not have a significant economic impact on a substantial number of small entities and that it will have no net regulatory burden for directly regulated small entities. The agency therefore states this approval will n…
