Cambodian Steel Hangers Caught in a U.S. Trade-Duty Detour

## Summary

The U.S. Department of Commerce found that steel wire garment hangers made in Cambodia using materials from China or Vietnam are trying to dodge import taxes meant for hangers from those countries. Starting November 6, 2026, these hangers will face the same duties as if they were made in China or Vietnam. This means importers need to pay attention to these rules to avoid extra costs and delays.

## Abstract

The U.S. Department of Commerce (Commerce) determines that imports of steel wire garment hangers (hangers), completed in Cambodia using: (1) steel wire or (2) steel wire and paper accessories, produced in the People's Republic of China (China) or the Socialist Republic of Vietnam (Vietnam), are circumventing the antidumping duty (AD) order on hangers from China, or the AD and countervailing duty (CVD) orders on hangers from Vietnam.

## Effects PRIA read

- Cambodia-made Hangers Treated as China/Vietnam: cost, high. If you import steel wire garment hangers that were completed in Cambodia using steel wire or steel wire and paper accessories produced in China or Vietnam, those hangers are now covered by the existing antidumping (and countervailing) duty orders on hangers from China or Vietnam. This inclusion is…
- Suspension and Cash Deposit From Aug 12, 2025: cost, high. U.S. Customs and Border Protection (CBP) will continue to suspend liquidation and require cash deposits of estimated antidumping or countervailing duties on unliquidated entries of the covered hangers that were entered, or withdrawn from warehouse, for consumption on or after August 12, 2025. The s…
- Specified Cash Deposit Rates to Be Collected: cost, high. For entries where both China and Vietnam orders could apply, CBP has been instructed to collect cash deposits at the Vietnam rates: an antidumping (AD) cash deposit rate of 220.68 percent for the Vietnam-wide entity and a countervailing duty (CVD) cash deposit rate of 31.58 percent for all other co…
- Dual Certification Program and Documentation Rules: mixed, medium. Commerce implements a certification program that allows importers, exporters, and producers to certify that Cambodia-completed hangers were produced using Chinese-origin inputs so those entries may be treated under the China Order rather than the Vietnam Orders. Certifications and supporting docume…
- Named Companies Ineligible to Certify: cost, medium. Commerce indicates that, as discussed in its preliminary materials, Alpha Hanger, Everbrit, and Kaining are ineligible to participate in the certification program (i.e., they cannot certify that entries were produced using Chinese-origin inputs).
