The DEA Gives 3-CMC Its Own Official Drug-Code Listing

## Summary

The DEA is officially listing 3-chloromethcathinone (3-CMC) as a Schedule I drug with its own code, making it clear this substance is illegal like its close cousin 4-CMC. This change starts November 6, 2026, and affects anyone handling or selling this drug, tightening control and enforcement. No new costs are expected, just clearer rules to keep things safe and straightforward.

## Abstract

The Drug Enforcement Administration (DEA) is establishing a specific listing and DEA Controlled Substances Code Number (drug code) for 1-(3-chlorophenyl)-2-(methylamino)propan-1-one (3- chloromethcathinone; 3-CMC) in schedule I of the Controlled Substances Act (CSA). Although 3-chloromethcathinone is not specifically listed in schedule I of the CSA with its own unique drug code, it is a schedule I controlled substances in the United States because it is a positional isomer of 4-chloromethcathinone, which is a schedule I hallucinogen. Therefore, DEA is simply amending the schedule I hallucinogenic substances list in its regulations to separately include 3- chloromethcathinone.

## Effects PRIA read

- 3-CMC gets its own Schedule I listing: benefit, low. The DEA added 3-chloromethcathinone (3-CMC; 1-(3-chlorophenyl)-2-(methylamino)propan-1-one) as a separately listed Schedule I substance and assigned it DEA drug code 1241. This specific listing is effective November 6, 2026 and formally clarifies that 3-CMC is controlled under Schedule I.
- DEA can set production and manufacturing quotas: benefit, low. By assigning a separate code for 3-CMC, DEA can establish an aggregate production quota and grant individual manufacturing and procurement quotas under that code to DEA-registered manufacturers. The rule notes manufacturers previously received quotas under the 4-CMC code, and the change is effectiv…
- 3-CMC continues to be a Schedule I controlled substance: cost, high. The rule states that 3-CMC has been and remains a Schedule I controlled substance (it was controlled as a positional isomer of 4-CMC since December 17, 2025). All regulations and criminal sanctions that apply to Schedule I substances continue to apply to 3-CMC.
- No new paperwork or reporting requirements: benefit, low. The DEA states this final rule does not create new information collection, recordkeeping, or reporting requirements under the Paperwork Reduction Act and would not impose new recordkeeping or reporting duties on State or local governments, individuals, businesses, or organizations.
