## Summary

**This law creates detailed oversight of VA pandemic funding** by requiring a 30-day spending plan and biweekly reports for funds from Families First, the CARES Act, and the American Rescue Plan. It also mandates audits by the VA Inspector General and oversight reviews by the Comptroller General with interim and final reports due in 2022 and 2024. - Department leaders must submit a detailed plan for obligating and spending covered funds within 30 days and then file biweekly reports every 14 days until all covered funds are spent. Each report must detail obligations, expenditures, planned uses, and justify any deviations from the plan. - The VA Inspector General must conduct audits not later than 120 days after enactment and then semiannually for up to 3 years or until the funds are exhausted. IG reports must compare planned versus actual obligations and expenditures and identify any waste, fraud, or abuse. - The Comptroller General must review the VA’s funding request and uses, provide an interim report by Sept. 30, 2022 with recommendations to improve future emergency spending, and deliver a final report by Sept. 30, 2024 addressing those matters.
