## Summary

**Recognizes PTSD and related trauma disorders as line-of-duty injuries for public safety officers.** It creates legal presumptions tying on-duty traumatic exposure to personal injury and to death or permanent total disability in defined circumstances. - Public safety officers: A diagnosis of PTSD, acute stress disorder, or trauma- and stress-related disorder by a licensed medical or mental health professional is presumed to be a personal injury if on-duty exposure to defined traumatic events was a substantial factor. - Families and survivors: The law presumes death or permanent total disability is a direct result when an officer took an action intended to cause death that was directly and proximately caused by the personal injury. That presumption covers actions within 45 days after exposure and applies retroactively to qualifying cases, including some actions on or after January 1, 2019 and matters pending on enactment. - Program rules and definitions: The statute defines mass casualty, mass fatality, mass shooting, "exposed", and traumatic events to guide claims. It also says the usual cap on intentional actions does not block these benefits and that substance use will not disqualify payment if the claim otherwise qualifies.

## Provisions PRIA read

- PTSD presumptions and survivor benefits for public safety officers: benefit, high. The law treats some PTSD and related diagnoses as work injuries for public safety officers. A separate presumption applies if the officer contacted…
- Public safety benefits hearing rules updated: mixed, low. The law updates who can hold hearings and issue subpoenas for public safety benefits cases. It names the Bureau of Justice Assistance and allows administrative law judges in these roles. It clarifies how some people can be appointed and what tasks they can do.
