## Summary

**Temporarily suspends tariffs on a narrowly defined category of infant formula base powder.** It creates a duty-free Harmonized Tariff Schedule (HTS) subheading for qualifying shipments and sets a short, capped window for imports to claim the exemption. - Manufacturers and importers can import up to 2,600 metric tons of defined infant formula base powder duty-free if the shipments were exported on or before November 14, 2022 and the exporter is FDA authorized or has an FDA enforcement discretion letter. - The Food and Drug Administration must provide a written notice that a base powder shipment qualifies before it can claim the duty-free treatment. - The law adds HTS subheading 9903.19.23 under subheading 1901.90.62 and bars additional safeguard duties on those qualifying entries between the third day after enactment and December 31, 2022.
