## Summary

**Authorizes federal purchase and paving of Best Road to improve access to the Desert Sage Youth Wellness Center in Hemet, California.** It lets the Indian Health Service acquire land from willing sellers and construct a paved road generally over the existing dirt Best Road to reach the center. - Families and center users: A paved road will make it easier and safer to reach the Desert Sage Youth Wellness Center in Hemet. - Landowners near Best Road: Land may be sold to the federal government only by willing sellers and the Secretary must pay fair market value using Uniform Appraisal Standards and an appraiser acceptable to both sides. - Local government and operations: The Secretary may acquire additional land or interests needed to build and maintain the road and may either maintain the road federally or arrange for Riverside County to own, maintain, and manage it.
