## Summary

**Protects retraining entitlements under the Veterans Rapid Retraining Assistance Program (VRRAP) when a school closes or a program is disapproved.** This law makes sure veterans do not lose retraining entitlement, limits further institutional payments, and creates a path for the government to recover overpayments. - Veterans and students: Veterans enrolled in VRRAP who cannot finish because an educational institution closes or a program is disapproved will not have those retraining payments charged against their entitlement. The period not charged equals the full amount of retraining assistance provided for that enrollment. - Educational institutions: A school that closes or whose program is disapproved will not receive any further VRRAP payments for that enrollment. Payments already made to the institution for that case are treated as overpayments and become a liability the institution must repay to the United States. - Retroactive application and administration: The change applies as if it were included in the American Rescue Plan Act of 2021 so past VRRAP cases are covered. The protections trigger when a State approving agency or the Secretary disapproves a program.

## Provisions PRIA read

- Veterans keep VRRAP benefits after school closures: benefit, high. If your school closes or your program is disapproved, you keep your VRRAP entitlement. The VA must find you could not finish because of the closure or disapproval. The full amount for that enrollment does not count against your VRRAP limit. Related program limits do not apply in these cases. This a…
- Stop and recover VRRAP funds from closed schools: cost, low. The VA stops future VRRAP payments to a school that closes or to a disapproved program that prevents completion. Any VRRAP money already paid in that situation is an overpayment. The school owes that money back to the United States. This applies retroactively as if it were in the 2021 law.
