## Summary

**This law makes the **most life-cycle cost effective and energy efficient lighting systems** the standard for federal lighting procurement, building projects, and routine maintenance.** GSA must issue guidance and apply a lifecycle-cost test when buying or replacing lighting so federal buildings favor longer‑lasting, more efficient systems. - Federal buildings and agencies: GSA must, to the maximum extent practicable, equip public buildings (new, altered, acquired, or leased) with the most life‑cycle cost effective and energy efficient lighting systems and replace components during normal maintenance with the best available options. - Procurement rules and flexibility: GSA must use the life‑cycle cost procedures under section 544(a) of the National Energy Conservation Policy Act to judge cost effectiveness and consider compatibility with existing equipment, impacts on productivity, aesthetics, and other factors when deciding practicability. - State, local, and Tribal support: GSA must publish or otherwise provide information to states, local governments, and Tribal entities about ways to improve efficiency by procuring and using these lighting systems.
