## Summary

**Creates a coordinated push to spread procurement innovation and improve small-business access across DHS and other federal agencies.** It sets up a Procurement Innovation Lab reporting and training program and an interagency Council to identify, publish, and scale modern contracting practices. - DHS contracting officers and program managers receive an annual Procurement Innovation Lab report plus guidance and training to use techniques that boost competition, speed awards, lower costs, and help meet small-business contracting goals. This section sunsets after 3 years. - Small businesses, including HUBZone firms, service-disabled veteran-owned, women-owned, and socially or economically disadvantaged firms, get stronger emphasis through actions tied to the Small Business Act section 15(g) contracting goals. - The Administrator for Federal Procurement Policy must lead a cross-agency Council to collect successful practices, deliver a report within 1 year, and brief Congress within 18 months. Findings must be published on OMB sites and the Acquisition Gateway to encourage rapid adoption.
