## Summary

**DHS partnerships with cybersecurity consortia will build local and regional readiness for cyber threats.** The law lets the Secretary of Homeland Security work with nonprofit consortia to deliver training, develop curricula, run cross-sector simulations, and help States and Tribal organizations plan and share cybersecurity information. - State, Tribal, and local first responders and officials receive training, technical assistance, and updated curricula to prepare for and respond to cybersecurity risks. The law also helps fold cyber prevention and response into emergency and continuity plans. - Colleges and minority-serving institutions gain outreach and partnership opportunities to join consortia activities. The Secretary must consider prior experience, geographic diversity, and participation by historically Black colleges and universities, Hispanic-serving institutions, Tribal Colleges and Universities, other minority-serving institutions, and community colleges linked to the National Centers of Excellence in Cybersecurity. - Critical infrastructure owners, operators, and private industry can take part in cross-sector training and simulation exercises to improve coordinated defense. The law also supports developing state and Tribal cybersecurity information-sharing programs and assists governments in creating cybersecurity plans.
