## Summary

**Elevating U.S. support for Taiwan’s observer status at the World Health Assembly.** The law requires the Secretary of State to develop a strategy and to report annually to Congress on efforts to obtain Taiwan’s observer status, and it adds a requirement to describe changes made to the U.S. plan after any World Health Assembly where Taiwan did not obtain observer status. - Taiwan — Directs U.S. advocacy to help Taiwan regain observer status at the World Health Assembly and highlights Taiwan’s global health contributions, including more than $6.0 billion in international medical and humanitarian aid since 1996 and COVID-19 PPE and test donations in 2020. - State Department — Requires the Secretary of State to prepare a strategy and submit an annual report to Congress on efforts to obtain observer status. The report must include an account of changes and improvements to the U.S. plan after a WHA where Taiwan did not obtain observer status, and the amendment applies to reports submitted after enactment. - Congress — Provides Congress ongoing visibility into U.S. advocacy and how the strategy is modified following unfavorable WHA outcomes.
