**secure online access to VA records** This law creates a secure online tool so veterans and their recognized agents can request and receive Department of Veterans Affairs records electronically and choose the format they get. It also adds plain-language warnings, reporting links, and searchable lists to protect claimants from predatory representatives. - Veterans and families: Claimants or their authorized agents can submit electronic requests, get a receipt confirmation within 10 days, and receive the requested records within 120 days in the format they choose. - Claimants and representatives: The VA must display warnings about predatory practices, provide links to report misconduct, offer a searchable list of recognized agents and attorneys, and publish final disciplinary decisions in English, Spanish, Tagalog, and seven other common U.S. languages. The VA must implement these tools and warnings within one year and use existing online resources where practicable. No additional funds are authorized to carry out the law.
