## Summary

**Improving detection of fentanyl and xylazine** by expanding the Department of Homeland Security Science and Technology Directorate’s role in research, testing, and reference-library development for law enforcement tools. - State, local, Tribal, and territorial law enforcement gain support for safer, more accurate field identification through research into portable devices that detect and identify drugs with minimal or no handling. - The Under Secretary for Science and Technology is directed to lead research, development, testing, evaluation, and cost-benefit analysis in coordination with the Drug Enforcement Administration and to set R&D priorities using the latest DHS and DEA threat reports. - Work focuses on three capabilities: portable low-handling detection; equipment that separates complex mixtures to extract signatures for field ID; and machine learning or artificial intelligence to flag controlled-substance analogues and new psychoactive substances while following NIST’s AI Risk Management Framework.
