## Summary

**Extends the overtime pay exception for United States Secret Service protective services through calendar year 2028.** It narrows the meaning of "protective services" to exclude routine administrative or technical support and adds strict planning and reporting requirements to curb overtime. - Protective personnel: Protective agents and staff performing protective duties remain covered by the overtime exception through 2028, but employees whose work is routine administrative or technical support can be excluded from that definition. - Secret Service operations: The Director must deliver an initial plan to reduce overtime within 180 days and provide annual projections starting for 2024 with regular quarterly updates. The plans must analyze staffing and recommend steps such as hiring, redistributing workload, and other efficiency measures. - Congressional oversight: The Director must submit annual reports by January 30 each year from 2025 through 2029 comparing projections to final data and explaining major variances, giving Congress repeated, detailed visibility into overtime, staffing, and workload trends.

## Provisions PRIA read

- Secret Service overtime extended to 2028: benefit, medium. The law extends overtime coverage for qualifying Secret Service protective work through December 31, 2028. It covers work done in 2016–2028. If enactment was after December 31, 2023, the changes take effect as of December 31, 2023. This can lead to back pay for eligible hours.
- Secret Service support work excluded from overtime rule: cost, low. The law says routine administrative or technical support for the Secret Service is not protective services. Those hours do not qualify for the protective-services overtime rule.
