## Summary

**National Detector Dog Training Center** is established inside the Department of Agriculture to train detector dogs and human handlers to protect U.S. agriculture and natural resources from foreign and invasive pests and diseases. The Center must ensure dog health and welfare, provide private adoption options for retired or untrained dogs, and collaborate with federal and nonfederal partners to strengthen detection efforts. - Farmers and local agriculture officials gain improved frontline detection of pests and diseases, helping protect crops and natural resources. - Federal agencies such as the Animal and Plant Health Inspection Service and U.S. Customs and Border Protection must coordinate with the Center to align detection and response efforts. - Handlers and the inspection workforce receive formal training to select and prepare dogs for operational duties. - Dogs in the program must have access to veterinary care, adequate shelter, and proper nutrition, and the Center must offer private adoption for retirement-age or nongraduating dogs. - Within 1 year the Secretary of Agriculture must report to Congress on threats, the Center’s role, and recommendations for capabilities, dog procurement, and adoption improvements.
