## Summary

**Creates a DHS pilot to test whether allowing certain third-party logistics firms into the Customs Trade Partnership Against Terrorism will strengthen port and supply-chain security.** The law defines two firm categories, sets participation limits, and requires DHS and Comptroller General reports on results and CTPAT effectiveness. - Non-asset-based third-party logistics providers can be included if they arrange international freight and hold Department of Transportation licenses. No more than 10 firms in this category may participate. - Asset-based third-party logistics providers may participate if they facilitate cross-border activity, are licensed or bonded by the Federal Maritime Commission, Transportation Security Administration, U.S. Customs and Border Protection, or the Department of Transportation, and operate their own warehousing assets. No more than 10 firms in this category may participate. - Participation is voluntary. DHS must publish a Federal Register notice within one year that sets pilot requirements, run the pilot for at least one year after that notice, and may terminate it within five years. DHS must report findings and recommendations to congressional committees within 180 days after termination. - The Comptroller General must deliver a report within one year assessing CTPAT effectiveness. That report must analyze security incidents in the prior five years, reasons for suspensions or removals, instances where active participants were involved in incidents, and offer recommendations to the Commissioner of U.S. Customs and Border Protection. - The law states no additional funds are authorized to carry out the pilot.
