## Summary

**This concurrent resolution would require random drug testing of all Members of Congress.** It would set one random test per term and establish rules for confirmed positives, refusals, and cost reimbursement. - Members: All Members, including Delegates and the Resident Commissioner, would face one random drug test per term. A "random drug test" is periodic, without advance notice, and without individualized suspicion. - Confirmed positives: A confirmed positive would need an initial positive, a second test using a different chemical process, and certification by a medical review officer. Results that only show legal over‑the‑counter drugs or legally prescribed drugs would not count as confirmed positives. - Ethics, disclosure, cost, and rules: The applicable House or Senate ethics committee would get confirmed positives for review, would publicly identify any Member who refuses to participate, and would take appropriate action. Each Member must reimburse the House or Senate for the cost of the test, and the two chamber committees named in the resolution could issue rules to run the program.
