## Summary

**Expands who counts as family under FMLA** and would create a new short parental involvement and family wellness leave. It would also align private-sector and federal rules so definitions, eligibility, scheduling, certification, and pay-substitution work the same for both groups. - Families: People with close personal bonds beyond traditional legal ties would become eligible for leave. That list includes domestic partners, grandchildren, grandparents, in-laws, nieces, nephews, siblings, and any other person whose relationship is the equivalent of family. - Workers: Eligible employees would be able to take leave to attend school or community activities, routine medical or dental appointments, or to care for elderly individuals with a close personal bond. That new leave would be limited to 4 hours in any 30-day period and 24 hours in a 12-month period. - Employers and federal agencies: Employers could require certification under rules set by the Secretary and must allow intermittent or reduced-schedule use consistent with the law. Private employees may substitute accrued vacation or sick leave, and federal agencies may not impose stricter substitution rules than the bill allows.
