## Summary

**Would bar the Treasury Secretary from recognizing any agreements, waivers, releases, addenda, instructions, or similar instruments that affect the President’s federal tax matters while the President serves.** It would also require public reporting and expand disclosure rules so Congress and the public can see which taxpayers and IRS actions are involved. - Defines who is a “related person” to include family members and persons or businesses under common control. This narrows who counts for the rule that blocks covered instruments. - Extends assessment windows for affected taxpayers. For people whose taxes are affected by instruments made after January 20, 2025, the IRS could not assess or begin collection until at least three years after the President’s term ends. - Requires fast, recurring public reporting. The IRS would identify taxpayers subject to a covered instrument and describe actions taken not later than 7 days after an instrument and then every 30 days until rescission or up to 3 years after the President’s term ends. - Changes tax privacy rules. The bill would add a disclosure rule to Section 6103 allowing limited public release of return information as needed to meet the reporting requirements.
