## Summary

**A dedicated fund and competitive grant program to save critically endangered animals primarily overseas.** This bill would establish the Critically Endangered Animals Conservation Fund inside the Multinational Species Conservation Fund and a grant program run by the Secretary of the Interior to support conservation projects for species on the IUCN Red List and other species the Secretary finds are declining or newly threatened. - Conservation organizations and foreign partners: Eligible groups could apply for competitive grants to carry out projects outside the United States. Grant applications must meet specified biological, consultation, and evaluation criteria and face a 180-day decision timeline. - Species protections and project limits: "Critically endangered" is defined by the IUCN Red List with room for additional listings when the Secretary finds new threats. Funding is generally barred for captive breeding unless breeding is aimed at release to the wild and no other feasible method exists. - Fund management and donors: The Fund would be a separate account funded by Treasury transfers, congressional appropriations, and donations and may earn interest. Administrative spending is capped at not more than 5 percent of available funds or $150,000, whichever is greater. *This bill would authorize $5.0 million per year for fiscal years 2027 through 2032 to support the Fund and its grants, increasing federal outlays by that amount during those years.*
