## Summary

**Raises required funding for incumbent worker training and transitional jobs.** This bill would increase the share of WIOA funds set aside for on-the-job and transitional training, tighten reporting on those programs, and let local workforce boards serve as One-Stop Operators under conflict safeguards. - Incumbent workers and employers: Incumbent worker training and employer-driven upskilling would get a larger guaranteed pool. The required reservation rises from 20 percent to 30 percent for incumbent worker training and from 10 percent to 15 percent for transitional jobs. - States and job seekers: States with local areas running incumbent worker training would report performance levels on the primary indicators. The Labor and Education Departments and States would use that data to adapt adjusted performance goals for adult and dislocated worker programs. - Local workforce governance: Local workforce boards could serve as One-Stop Operators if approved by the chief elected official and Governor. Boards must sign written agreements and follow Office of Management and Budget and State conflict-of-interest rules to prevent self-dealing.
