## Summary

**Creates advance payment options for emergency conservation and forest restoration so landowners can get major funds before repairs and rehab.** It also widens what counts as eligible wildfire damage to cover fires that spread due to natural causes, even when a federal action started the blaze. - Farmers and agricultural producers can choose upfront payments of up to 75 percent for replacement or rehabilitation work and up to 50 percent for repairs, with amounts set by the Secretary based on fair market value. - Owners of nonindustrial private forest land can opt for advance payments of up to 75 percent of emergency measure costs, using cost estimates in the Natural Resources Conservation Service Field Office Technical Guide. Unspent funds must be returned within 180 days. - Wildfire coverage is expanded to include any wildfire not caused naturally, including fires caused by the Federal Government when the spread of the fire is driven by natural causes.
