## Summary

**Targets PRC-linked actors tied to illicit synthetic narcotics.** This bill would create a statutory sanctions framework that codifies Executive Order 14059 and adds new triggers and enforcement tools to block property and transactions connected to the production, distribution, or facilitation of illicit synthetic narcotics tied to the People’s Republic of China, including Hong Kong and Macau. - PRC-based producers, online marketplaces, port operators, covered government entities, entities created to evade sanctions, and those acting on their behalf could be designated if they produce, sell, facilitate, or materially support illicit synthetic narcotics or their precursors. - Designations would use the full range of International Emergency Economic Powers Act blocking authorities to freeze assets and bar transactions, while excluding ordinary imports of goods and exempting authorized intelligence and law enforcement activities. The Treasury could also restrict or bar foreign banks from opening correspondent or payable-through accounts in the United States if they knowingly facilitate significant transactions for designated persons. - The President could grant waivers renewable for periods not exceeding 180 days. In making designations the executive would consider information from congressional committee leaders, foreign governments, and nongovernmental organizations and must report determinations to requesting committees within 120 days of a qualified request.
