## Summary

**Promote U.S. biomanufacturing competitiveness.** This bill would create a Department of Commerce program to map federal processes, identify vulnerabilities in critical biomanufacturing supply chains, and coordinate voluntary industry practices with agencies like FDA and EPA. - Manufacturers and suppliers would get a public web map and designated agency points of contact to find which FDA or EPA processes apply and to access federal commercialization resources. The bill also pushes voluntary, evidence‑based best practices for supplier qualification, product quality, and information sharing. - Small and medium-sized businesses and innovators would be invited into consultations and public input opportunities and would see prioritized action plans that identify domestic production gaps and options to reduce reliance on foreign adversaries. The program emphasizes participation by non‑Federal U.S. stakeholders. - Commerce would designate a senior official to lead activities, produce an initial assessment within one year and assessments every two years, and submit reports and a public Commercialization Pathway Map to Congress. A nonpublic annex can protect trade secrets and sensitive supply‑chain details and the requirements would sunset after five years.
