## Summary

**Prevents U.S. courts from enforcing foreign censorship judgments.** This bill would bar recognition or enforcement in the United States of any foreign judgment, fine, order, or demand that enforces a defined "foreign censorship law" and would create a private right of action for a U.S. person to seek declaratory relief in an appropriate district court. - Individuals and U.S. companies would get a direct way to challenge foreign censorship orders. They could ask a federal district court to declare a foreign judgment, fine, order, or demand unenforceable under the new Section 4106. - Federal courts and sovereign-immunity rules would change to allow those suits. The bill adds a waiver in 28 U.S.C. 1605(a) so actions under Section 4106 can proceed against foreign states. - Speech and civil liberties would gain a statutory shield. The bill defines "foreign censorship law" as laws that target content, viewpoint, speaker identity, or compel disclosures that chill expression and bars domestic enforcement when recognition would conflict with the First Amendment.
