## Summary

**10-year, state-level study of health care competition and consolidation.** This bill would direct the Assistant Secretary for Planning and Evaluation (ASPE) to run an annual, 10-year study that tracks market concentration, licensing rules, mergers, provider counts, and alternative insurance options and publishes interactive, state-by-state reports in coordination with the Federal Trade Commission and the Justice Department antitrust division. - Families and consumers: Provides public, state-level data on provider counts, market concentration and alternative coverage options so people and advocates can see where care is scarce or concentrated. - State policymakers and antitrust enforcers: Creates annual, comparable metrics on licensing regimes, certificates of need and public advantage, and merger activity to inform regulation and enforcement discussions. - Providers and insurers: Requires recurring counts and Herfindahl-Hirschman Index (HHI) measures for hospitals, outpatient practices, ambulatory surgical centers, telehealth, insurers, and habilitative service providers that can reveal consolidation trends over the 10-year span.
