## Summary

**Prevents moving core functions of four DOE offices to other federal agencies.** This bill would bar the Secretary of Education from transferring, outsourcing, or entering new interagency arrangements that relocate program administration or oversight from the Office of Special Education and Rehabilitative Services, the Office of Postsecondary Education, the Office of Indian Education, or the Office of Elementary and Secondary Education. - Families, students, and local grantees would keep grant administration and oversight for programs tied to those four DOE offices inside the Department. Existing interagency contracts or agreements in effect on February 1, 2025 may remain or be renewed with substantially similar terms. - DOE staff and program operations would face limits on internal reassignments and external transfers and would trigger detailed cost reporting for any interagency agreement entered on or after February 1, 2025. Reports must break out costs such as grant administration, training, onboarding or relocations, facilities, technology, contract changes, overhead, and reductions in force. - Congress and the public would get quarterly and annual cost analyses on those interagency agreements, and the Department could not spend travel funds for the Secretary in fiscal years 2026 and 2027 unless the mandated cost information is provided.
