## Summary

**Expands federal capital grants to build and upgrade mental health and substance use crisis care infrastructure.** It would create the 9-8-8 Community Infrastructure Act to fund construction, renovations, remodeling, expansion, and other capital costs for health centers and crisis facilities. - Families and patients would gain more local crisis capacity through facilities that offer 23-hour observation, 48-hour crisis stabilization beds, and 24/7 crisis services. - Health centers funded under section 330 and Tribal organizations would be eligible for capital grants for facility projects, with Tribes eligible without existing time limits. - Crisis receiving and stabilization facilities, crisis call centers, and mental health or substance use urgent care providers that work with local behavioral health organizations could get funds for new construction, renovations, and to amortize loan principal and interest. *Would authorize $1.0 billion in appropriations for these grants, increasing federal spending and straining the federal budget.*
