## Summary

**Expanded federal support for coordinated mental health crisis response.** The 9-8-8 Crisis Response Act raises HHS pilot funding and lets states use Medicaid to cover mobile crisis teams, lifeline call centers, and defined crisis receiving and stabilization facilities. - People in crisis gain more local care options. Covered services include qualifying community-based mobile crisis intervention, 24/7 lifeline call center operations, and crisis facilities with 23-hour observation and 48-hour stabilization beds. - States can opt into Medicaid coverage for these services and receive the specified federal match rate of 85 percent for the listed items. The changes take effect as if included in the American Rescue Plan Act of 2021. - Crisis providers get a defined facility model. A “crisis receiving and stabilization facility” must be licensed, operate 24/7, offer sliding-scale payment without rejecting patients for payment ability or prior forensic status, support no-wrong-door admissions, and keep average stays under 150 hours. - Federal funding for the pilot is increased to $10 million for each of fiscal years 2025 and 2026 and $100 million for each of fiscal years 2027 through 2029. The law also appropriates $5 million to the Secretary for related purposes. *Increases federal spending by expanding dedicated pilot funding to $10 million for 2025–26 and $100 million annually for 2027–29 and by adding a $5 million appropriation.*
