## Summary

**Expands and clarifies what counts toward Public Service Loan Forgiveness.** This bill would broaden which monthly payments qualify for PSLF and let certain months in administrative forbearance count when a borrower is employed in public service. - Public service borrowers would be able to count months in administrative forbearance as qualifying payments if they are employed in public service. - For the first 60 monthly payments the payment amount would not matter for eligibility. After that, payments must be at least the monthly amount calculated under a 10-year repayment plan. - Monthly payments under the standard 10-year repayment plan would count toward PSLF, extending eligibility beyond income-driven plans. - The new payment rules would apply only to borrowers who, on or after enactment, have made fewer than 120 monthly PSLF payments, so the change mainly helps newer borrowers. - The Secretary of Education would have 180 days to notify Direct Loan borrowers about the changes and to provide information on how to change repayment plans.

## Provisions PRIA read

- More PSLF months count: benefit, high. If enacted, this would let more months count toward Public Service Loan Forgiveness (PSLF) for Direct Loan borrowers. The first 60 monthly payments made under a repayment plan described in the bill (subsection (d)(1) or (g)) would count no matter how small the payment is. After those 60 payments, e…
- Department must notify borrowers: benefit, low. If enacted, the Secretary of Education would have to notify every Direct Loan borrower within 180 days about the new 60-payment rule, the forbearance counting rule, and how those changes affect loan cancellation. The notice would also explain how borrowers can change repayment plans.
- 60-payment rule limited to newer borrowers: cost, low. If enacted, the special rule that treats the first 60 monthly payments as qualifying would apply only to borrowers who, on or after enactment, have made fewer than 120 monthly payments under the PSLF rules. Borrowers who already made 120 or more such payments on or after enactment would not get the…
