The materials also offer cybersecurity and data protection advice and guidance on evaluating foreign investments and partnerships. - SBA field offices and programs: SBA district offices and other SBA programs must distribute the materials. The Administrator will review and, if needed, update the guidance annually starting October 1, 2027 to reflect new tactics and laws. - Federal partners and Congress: The SBA will consult agencies such as DHS, State, FBI, Treasury, Commerce, USTR, the USPTO, and the U.S. Copyright Office when developing content. If an activity poses a significant economic or national security risk, the SBA must notify the House and Senate small business committees with the specific activity and justification.
